John has had more than 30 years' experience managing workers’ compensation programs on behalf of major New York employers. He directed workers’ compensation programs for both The City of New York and the New York City Metropolitan Transportation Authority (MTA). From 2019 to 2022, while at the MTA, he managed the legal and claims program for the 50,000 employees of the New York City Transit Authority and the Manhattan and Bronx Surface Transit Operating Authority. Also, during that time, he participated in the consolidation and re-organization of the MTA Legal Department.

Prior to his work at the MTA, John was chief of the Workers’ Compensation Division for the New York City Law Department, supervising more than 100 employees and administering an average of 17,000 new workers’ compensation claims each year. He joined the Law Department’s Workers’ Compensation Division in 1989 as an Assistant Corporation Counsel, subsequently serving as Deputy Division Chief and Division Chief.
