Kevin’s practice involves eminent domain, tax assessment and municipal law. He provides counsel to municipalities, school districts, universities, developers and private landowners.
Kevin has broad experience litigating property valuation matters, including eminent domain and tax assessment matters. Regarding eminent domain litigation, he provides guidance to clients regarding the procedure and strategy involved in condemnation proceedings pursuant to New York’s Eminent Domain Procedure Law (EDPL). Kevin has served as condemnor’s counsel for a variety of projects, including development of transportation facilities, transmission lines, pipelines, natural gas storage facilities, sewage treatment facilities and forever-wild preserves. He also has represented private landowners to contest condemnation proceedings and obtain just compensation for a wide variety of properties, including shopping plazas, vacant land and private residences.
Regarding tax assessment litigation, Kevin has broad experience in litigating real property tax certiorari proceedings pursuant to New York’s Real Property Tax Law (RPTL). He has experience with tax assessment litigation involving a wide array of property types, including shopping malls, apartment complexes, grocery stores, shopping plazas, golf courses, distribution centers, farms / agricultural land, hydro dams, lake houses and private hunting land. Kevin also has experience with a numerous real property tax exemption issues, including agricultural exemptions, non-profit exemptions, charitable exemptions, religious exemptions, educational exemptions, veterans exemptions, senior exemptions and STAR exemptions.
Kevin has experience with a variety of real property issues, including tax foreclosure, environmental, landlord-tenant, zoning, leasing, nuisance, adverse possession and trespass.
Prior to joining Bond, Kevin interned with Federal District Court Judge Hon. Glenn T. Suddaby and Federal Magistrate Judge Hon. David E. Peebles.
