Steven has represented numerous clients in connection with environmental, toxic tort and cost recovery litigation, including matters involving Inactive Hazardous Waste Sites, federal Superfund Sites and petroleum bulk storage, distribution and retail facilities.
He has also represented clients before state and federal regulatory agencies including, among others, the U.S. Environmental Protection Agency, the U.S. Army Corps of Engineers, the New York State Department of Environmental Conservation and the Occupational Safety & Health Administration. Steven has handled numerous compliance and enforcement matters for clients in the solid and hazardous waste, petroleum, mining, organic chemical, metal fabrication, motion control and other manufacturing and industrial sectors. His regulatory enforcement practice has addressed permitting and enforcement matters arising under all major state and federal environmental laws including, among others, the Federal Clean Air Act (Title V Permitting and NSPS, MACT and LDAR Compliance); the Clean Water Act (wetlands, industrial discharge SPDES / NPDES permits) and reporting under the Emergency Planning and Community Right-to-Know Act (TRI and Tier 2 reporting). Steven has also defended and counseling clients with respect to lead-based paint, asbestos and other indoor air contaminants.
