Speaker ROBERT H. FELLER is a graduate of Union College (B.S., 1974), Rensselaer Polytechnic Institute (M.B.A., 1995) and Albany Law School of Union University (J.D., 1977).
Mr. Feller concentrates his practice in municipal, environmental and land use law. He held the position of Assistant Commissioner (1986-95) at the New York State Department of Environmental Conservation. Mr. Feller is listed in The Best Lawyers in America® 2010*.
Mr. Feller has represented counties, cities, towns and villages in both transactional and litigation matters. He has represented them before State administrative agencies, in challenges to administrative decisions (Article 78) as well as in affirmative litigation (e.g., public nuisance claims). Mr. Feller has addressed matters involving municipal infrastructure development (water and sewer projects) which entailed environmental impact review, establishment of special districts, eminent domain proceedings, revisions to local zoning and land use laws as well as the procurement of regulatory approvals from DEC and other agencies. He has acted as counsel to two tax districts on foreclosure matters.
Mr. Feller has also assisted municipalities in the redevelopment of contaminated properties (brownfield projects) and on other development projects that involved public-private partnerships.
Mr. Feller is a member of the New York State Bar Association (Executive Committee and Chair, Environmental Business Transactions Committee, Environmental Law Section (1995-present)). He is admitted to practice in New York and before the Federal Bar.
