Matt understands that his clients’ business goals are always a priority when he assesses any legal matter.

Legal issues can, and often do, impact an organization's business. Consequently, Matt is dedicated to evaluating every legal issue from a business perspective as well.

Matt’s practice focuses on counseling for-profit and nonprofit organizations regulated by many New York State agencies, including, for example:

  • Department of Financial Services (professional liability insurer and municipal health insurance cooperative)
  • Department of Health (nursing homes, clinics, consumer-directed programs)
  • Office for People with Developmental Disabilities (Res Hab, Day Hab, IRAs)
  • Office of Mental Health (outpatient clinics)
  • Office of Addiction Services and Supports (residential and outpatient)
  • State Education Department (licensed professionals)
  • Attorney General’s Office (not-for-profit organizations)

Matt’s routinely advises his clients on how they can comply with each agency’s statutory and regulatory requirements. This can present challenges to many because the statutes and regulations are not always models of clarity. Matt understands the rules and how they impact his clients’ businesses. He helps his clients navigate the statutes, regulations and agency guidance to find creative, yet practical solutions to meet their needs while also complying with the law.

Matt also regularly counsels his clients on issues relating to corporate formation and by-laws, board governance and responsibilities, executive compensation, tax-exempt recognition, charitable donations and fundraising, stock and asset acquisitions and vendor and professional services contracts.

Matt has written and presented on the effects and consequences of Medicaid and Medicare exclusions; provider self-disclosure obligations; HIPAA/HITECH compliance; and the New York Nonprofit Revitalization Act of 2013.
