Ray is former co-chair of the firm's municipalities practice. He served 10 years in the New York State Senate from 1997 to 2007.
He brings extensive private and public sector experience and is a recognized leader in Welfare and Medicaid Reform. In addition to his work in these areas, Ray has served as a leader in promoting economic development initiatives and job growth opportunities throughout his career.
Ray was Oneida County Executive from 1991 to 1996 and an Oneida County Legislator from 1986 to 1991. He served as Corporation Counsel for the City of Rome from 1980 to 1983; legislative counsel to his political mentor, the late Senator James H. Donovan, from 1978 to 1980; and Deputy Onondaga County Attorney from 1977 to 1978.
As a lawyer in private practice, Ray also provided counsel to a variety of clients in the Mohawk Valley Region.
