His practice includes significant work involving Medicare, Medicaid and Child Health Plus programs, helping providers and health care stakeholders address evolving regulatory requirements and enforcement priorities.

Before joining private practice, Chris spent 10 years at the New York State Department of Health, where he served as a trusted adviser to agency leadership and the Governor's Office on a wide range of legal issues pertaining to the Medicaid program. His work encompassed managed care, long-term care, home care, waiver programs, eligibility matters, litigation and labor-related issues. He also contributed to New York's budget process by drafting statutory language, supporting agency initiatives and participating in negotiations with state lawmakers.
Drawing on his extensive public-sector experience, Chris helps clients understand not only the legal requirements affecting their organizations, but also the policy and regulatory considerations that influence decision-making within state government. His experience working with executive agencies, policymakers and legislative leaders offers clients valuable insight into New York's health care regulatory framework and the processes that shape it.
Based in Albany, Chris works with a wide range of health and human services stakeholders, including hospitals, long term care, mental health, managed care, and home care providers, and other practice groups to address regulatory challenges, manage risk and achieve their strategic objectives in a rapidly changing industry.
Chris is also a Board Member at Whitney Young Health, the preeminent Federally Qualified Health Center in the Capital District region, where he serves on the Finance, Strategic Development and Executive Committees.
