Kate is an education and employment attorney in Bond’s Higher Education Practice Group. Her practice, which encompasses a wide range of education and employment related expertise, is dedicated to helping clients reach their institutional goals.
Kate primarily counsels higher education institutions, private independent and public schools, and not-for-profit cultural and social service institutions on issues involving student affairs, faculty affairs, First Amendment issues, internal investigations, workplace and student reasonable accommodations, hiring and termination practices, academic freedom, and risk management strategies.
Kate’s practice covers the range of laws that govern the operation of such institutions and she has particular experience on matters involving:
- Title IX of the Education Amendments of 1972 and the Clery Act
- Family Educational Rights and Privacy Act (FERPA)
- Americans with Disabilities Act (ADA) and Section 504
- New York Education Law, including Articles 129-A and 129-B
- New York State Human Rights Law
- New York City Human Rights Law
Kate trains personnel on how to conduct effective internal investigations and prevent harassment and discrimination in the workplace and in academic settings. She drafts and works with clients to develop institution specific policies and procedures for workplace conduct as well as policies and procedures applicable to students and faculty in academic settings.
Kate defends clients in federal court and before government agencies, including the U.S. Department of Education’s Office for Civil Rights (OCR), the U.S. Equal Employment Opportunity Commission (EEOC), the National Labor Relations Board (NLRB), the New York State Division of Human Rights (NYSDHR), and the New York State Education Department (NYSED).
Kate is an active member of the National Association of College and University Attorneys (NACUA) and serves as a Co-Coordinator of the New York NACUA Affinity Group.
