Mariam comes to Bond from the Office of General Counsel of the New York City Department of Education (DOE) where she worked for more than fourteen years, first as a staff attorney and the last eight years as Director of the Special Education Unit within the Office of General Counsel. At the Department of Education, Mariam led the team that handled administrative special education due process hearings and related appeals to the New York State Education Department’s State Review Office. She also played a major role in developing procedures for expedited dispute resolution of complaints.

As Director of the Special Education Unit, Mariam worked on several complex legal and policy matters, as well as complicated and sensitive political and legislative issues. She also liaised with the New York City Law Department on appeals to District and Circuit Courts on class actions.
At Bond, she continues to consult with public school districts in New York, on strategies to meet the needs of students who are eligible for special education services and to represent these districts in administrative proceedings when proposed public programs are challenged. She also works closely with non-public school, charter school and higher education clients on governance matters, matters involving regulatory compliance and on program development.
