Nolan has broad expertise advising municipal clients on issues involving land use, special permits, site plan review, eminent domain, environmental review and real property taxation. 

Working closely with a number of Town and Village attorneys, Nolan regularly prepares resolutions for town boards, village boards and zoning boards. He has also represented clients in Article 78 proceedings when board decisions are challenged.  In addition, Nolan has experience drafting and advising municipal clients on local laws, including local laws to opt out of cannabis dispensaries and on-site consumption pursuant to the Marijuana Regulation and Taxation Act (MRTA). He has also advised his clients on issues pertaining to the creation of districts, dedication and abandonment of roads, funding of public libraries, creation of municipal departments, and compliance with the State Environmental Quality Review Act (SEQRA).
