Tom concentrates his practice in public finance transactions and matters concerning nonprofit and exempt organizations.
Tom has experience serving as bond counsel to local development corporations, municipalities and school districts. He also serves as borrower’s counsel to nonprofit organizations, including higher education and healthcare organizations, in connection with tax-exempt and taxable financing transactions, and also serves as bond underwriters’ counsel.

Tom has experience serving as bond counsel to local development corporations, municipalities and school districts. He also serves as borrower’s counsel to nonprofit organizations, including higher education and healthcare organizations, in connection with tax-exempt and taxable financing transactions, and also serves as bond underwriters’ counsel.
In addition to his public finance practice, Tom represents nonprofit and exempt organizations in connection with governance and operational matters. Tom has experience in drafting formation documents for nonprofits and in advising clients on compliance with the New York Not-for-Profit Corporation Law. Further, he has experience in representing organizations in obtaining and maintaining tax-exempt status from the Internal Revenue Service.
Tom also has experience in assisting clients with general corporate and transactional matters.
Prior to joining Bond, Tom attended Syracuse University College of Law where he served as a student law clerk to U.S. Magistrate Judge David E. Peebles and as a legal extern with the U.S. Attorney’s Office for the Northern District of New York. He also worked as a research assistant to Professor Antonio Gidi and to the Honorable James E. Baker, the former Chief Judge of the U.S. Court of Appeals for the Armed Forces. He also served as Executive Editor of Syracuse Law Review.
