Anne represents and counsels school districts, private schools, charter schools, BOCES and employers across New York State with a focus on special education, general education and labor and employment issues.

Anne represents schools on several matters including special education due process hearings and appeals, Commissioner of Education appeals, Committee on Special Education (CSE) and Section 504 meetings and student discipline hearings. She also counsels educational institutions on records and privacy, discipline, homelessness, student residency, immunizations, Red Flag law, DASA and FOIL compliance. In addition, Anne provides guidance to boards of education regarding Open Meetings Law, Education Law and school district policy and procedures.

  • Defended public school district in three appeals to the New York State Commissioner of Education challenging the district’s long-term suspensions of three students involved in the same disciplinary incident.  Each appeal against the district was dismissed in its entirety.
  • Obtained an extreme risk protection order (ERPO) on behalf of a school district in response to a student making a serious threat to the school related to firearms.
  • Defended public school district in an appeal to the New York State Commissioner of Education challenging the district’s denial of a request for a religious exemption from immunization requirements.  Appeal against the District dismissed in its entirety.
  • Defended public school district in an appeal to the New York State Commissioner of Education challenging the District’s determination that a student was not homeless and was not entitled to attend the district’s schools tuition-free or receive transportation.  Appeal against the District dismissed in its entirety.
  • Defended public school district in an appeal to the New York State Commissioner of Education challenging the district’s determination that students were not residents within the District’s geographic boundaries.  Appeal against the District dismissed in its entirety.
  • Represented public school district in its appeal to the New York State Department of Education’s Office of State Review challenging the findings of an impartial hearing officer with respect to the appropriateness of a student with a disability’s program and placement and the Parent’s request for tuition reimbursement.  District’s appeal granted in its entirety.
