Jeff focuses his practice on representing school districts in special education matters, including appeals to the Office of State Review, impartial due process hearings and state and federal court actions.                                             

Jeff counsels his clients on their responsibilities and duties involving Section 504 of the Rehabilitation Act of 1973 (Section 504) and under the Individuals with Disabilities in Education Act (IDEA). He is regularly invited to school districts and BOCES centers throughout the western and southern New York regions to present on these topics and other areas of special education law including the development of individualized education plans. He has also lectured at higher education institutions including the University at Buffalo, Niagara University and D’Youville University. Jeff also presents at programs with the New York State School Boards Association, Western New York Education Services Council, New York State Bar Association and the Erie County Association of School Boards.
