Phil advises clients on public finance transactions as well as business law and property law matters.
Prior to joining the firm, Phil served as counsel to the New York State Environmental Facilities Corporation (EFC) where he closed bond issuance transactions that financed drinking water and sewage treatment related projects. He is well versed in the State Environmental Quality Review Act (SEQRA), town and county improvement districts, and the various federal and state programs that pertain to public construction projects.

Phil was also an attorney at a Southern Tier law firm where he worked primarily on real estate, business and loan transactions, in addition to serving as attorney to a town zoning board. After graduating from law school, he clerked in the New York State Supreme Court, Appellate Division, Third Department.
