Prior to joining the firm, Phil served as counsel to the New York State Environmental Facilities Corporation (EFC) where he closed bond issuance transactions that financed drinking water and sewage treatment related projects. He is well versed with respect to the various legal and programmatic requirements that pertain to public construction projects.

Phil was also an attorney at a Southern Tier law firm where he worked primarily on real estate, business and loan transactions, in addition to handling tax assessment and zoning law matters. After graduating from law school, he clerked in the New York State Supreme Court, Appellate Division, Third Department.
